Educational qualification

The notification specifies either a Master’s degree or postgraduate diploma in Finance, Procurement or Supply Chain Management from a recognised university or institution, or a professional qualification of CA/ICWA. Candidates should make the applicable qualification route clear in the application and attach supporting certificates and marksheets.

Required work experience

Applicants must have a minimum of five years of post-qualification work experience in procurement and contract management. Within those five years, at least two years must have been spent in a senior position in public-sector procurement, a government medical supplies corporation or NHM. Meeting the overall experience total alone is not enough: the CV and experience certificates should make the senior-position requirement clear.

Relevant experience may include procurement planning, tendering, bid evaluation, contract award, contract administration, supplier management, public procurement compliance and monitoring. Candidates should describe their actual responsibilities and outcomes accurately rather than use broad claims without evidence.

Role and responsibilities

The consultant will support NHM Uttarakhand’s state-level procurement and contract-management system. The official terms of reference cover strategic planning, end-to-end procurement, contract administration, vendor management, compliance, financial oversight, capacity building, e-procurement and coordination with state, district and national stakeholders.

  • Develop annual and multi-year procurement plans aligned with NHM priorities and programme implementation plans.
  • Oversee tendering, bid evaluation, contract awards and post-award contract management.
  • Review and standardise bidding documents, requests for proposals and contract templates.
  • Monitor deliverables, timelines, amendments, renewals and contract closures.
  • Support vendor databases, supplier performance evaluation and transparent vendor engagement.
  • Prepare procurement dashboards, progress reports and compliance reports for senior management.
  • Maintain audit readiness and help address internal, external, Government of India and audit observations.
  • Analyse costs, support prudent budget use and coordinate procurement-related financial documentation.
  • Provide technical guidance and training to procurement staff at district and block levels.
  • Strengthen digital procurement systems, data integrity and timely updates.

Key competencies

The terms of reference emphasise knowledge of public procurement frameworks, including General Financial Rules and state procurement rules; tendering and bid evaluation; contract drafting and interpretation; budget and cost analysis; e-procurement platforms; and monitoring tools. Strong written and spoken communication in Hindi and English is also specified, along with reporting, presentation, stakeholder-management and problem-solving skills. Familiarity with office productivity and data-analysis tools is relevant to the work.

Age limit and relaxation

The maximum age is 42 years as on 1 January 2026. The advertisement allows a five-year relaxation for candidates who have worked in NHM for at least three years. Applicants relying on the relaxation should attach documents that establish the required NHM service. Do not assume that other relaxations apply unless the official notice or a later amendment expressly provides them.

Selection process and contract terms

The appointment is contractual and non-transferable; the authority may cancel, increase or decrease the post as permitted by the notification. The initial appointment runs only up to 31 March 2027. Any renewal is subject to continuation of NHM, Government of India approval and performance appraisal. Candidates should consider this fixed-term arrangement when evaluating the offer.

Application checklist

  • ☐ Correct application form completed and signed.
  • ☐ Master’s degree/PG diploma in a specified field or CA/ICWA evidence.
  • ☐ Marksheets and qualification certificates self-attested.
  • ☐ Experience certificates showing post-qualification duration.
  • ☐ Evidence of at least two years in a qualifying senior position.
  • ☐ Updated CV with procurement and contract-management responsibilities.
  • ☐ NHM NOC, if currently working in NHM Uttarakhand.
  • ☐ Correct post name written on the envelope.
  • ☐ Sent by Speed Post or Registered Post and planned to arrive before the receipt deadline.

Example: how to show the experience requirement clearly

Use a factual chronology rather than a single line saying “five years of procurement experience”. For each employer, list the start and end month, designation, whether the experience was after the qualifying degree, and the procurement or contract-management duties performed. Then separately identify the period that qualifies as senior-level work in one of the sectors named in the notice. The example below is a format only; candidates must enter their own genuine dates and duties.

CV entry Information to make clear
Employer and dates Organisation name and month/year from–to
Role and seniority Official designation and evidence of senior-level responsibilities
Procurement work Planning, tendering, evaluation, contracting or monitoring tasks actually handled
Relevant sector Public-sector procurement, government medical supplies corporation or NHM, as applicable
Supporting proof Experience certificate matching the CV dates and role

Before sealing the envelope, perform a final three-way check: every qualification claimed in the form should appear in the CV; each required claim should be supported by a certificate; and the envelope should contain the complete set of self-attested copies. A missing seniority certificate or an unclear date range can make an otherwise experienced applicant difficult to assess.

Experience-matching worksheet

Before dispatching the application, prepare a short evidence table for your own review. It is not a replacement for the prescribed form; it helps ensure the CV and certificates clearly establish the eligibility conditions.

Official requirement What your application should demonstrate
Specified postgraduate qualification or CA/ICWA Exact qualification title, awarding institution and certificate/marksheets
Five years of post-qualification procurement/contract-management experience Employer-wise dates and responsibilities, supported by experience certificates
Two years in a senior position within the specified sectors Designation, duration and employer sector clearly stated in CV and certificate
Age eligibility or applicable NHM relaxation Date-of-birth proof and NHM experience evidence, if relying on relaxation
Currently employed by NHM Uttarakhand NOC from the Mission Director or concerned district CMO, where applicable

Use a final dispatch log: record the date posted, postal mode, tracking number, delivery status and a copy of every document in the envelope. Since the notification sets a receipt deadline, track the parcel and allow enough time for delivery. If the tracking status is unclear, contact the postal service promptly; the advertisement states that NHM is not responsible for delay or loss in transit.

Postal dispatch record

Keep a small record after sending the envelope. This is a personal tracking aid, not an additional document required by NHM.

Tracking field Record
Date posted Enter the actual date of dispatch
Postal mode Indian Speed Post or Indian Registered Post
Tracking number Copy the receipt number exactly
Expected delivery Check the postal tracking estimate
Delivery confirmation Save the tracking result or delivery record
Copy of application Keep the signed form, CV and copies of all enclosures

If your envelope is unlikely to arrive by the stated deadline, do not assume the postmark will preserve eligibility: the notice requires the application to reach the office by 4:00 PM on 18 October 2026. The notification also says the Mission is not responsible for postal delay or loss in transit.

Common mistakes to avoid

  • Sending the application by email, courier or hand delivery instead of the two permitted postal modes.
  • Confusing the dispatch date with the deadline for receipt at the office.
  • Showing five years of total work without documenting the two-year senior-position condition.
  • Forgetting the NOC when currently employed within NHM Uttarakhand.
  • Assuming ₹90,000 is guaranteed regardless of the wording “maximum up to”.
  • Treating the contract as permanent employment or assuming renewal is automatic.
